It has been years since I did this so I don't remember the details. Basically you can easily remove the gauge cluster from the dash.. then partially take apart the cluster. You do not have to remove any gauge needles, etc to accomplish this. You take off the front clear plastic, then the painted gauge face. You'll end up with a piece painted light blue with the various gauge needles sticking out of it. Put some good quality masking tape (the easy release kind) on the needles.. remove the bulbs.. spray over the light blue with your flouresent colored paint. Remove masking tape (you could change needle colors here if you wanted to remask and paint them.

After painting, just put it back together and enjoy.
